The following is a list of DOT's Operating Administrations, the Office of the Secretary (OST), and their regulatory responsibilities.  Click on the Operating Administration/OST names to be directed to their regulatory Web sites.  This information should help you identify the DOT agency that may issue regulations in your area of interest and the appropriate point of contact. 

Rulemaking Process

This summary of the informal rulemaking process was prepared to help the public better understand how the rulemaking process works so that you may more effectively participate in it.  We prepared it particularly for individuals, small businesses, and others who do not participate in the process on a regular basis. We want to stress that this web page provides only a brief summary – and one that we attempted to keep simple – of what we believe are the important elements in the process. It should not be relied on as a legal document. 

Significant Rulemaking Report March 2012

This report provides a summary and the status for all significant rulemakings that DOT currently has pending or has issued recently. We update the Report at the beginning of each month.  The information in the Report is not intended to commit DOT to specific conclusions or actions. For example, after further analysis, DOT may decide the effects of the rule would be different or it may decide to terminate the rulemaking.
