The Office of the Secretary (OST) oversees the formulation of national transportation policy and promotes intermodal transportation. Other responsibilities include negotiation and implementation of international transportation agreements, assuring the fitness of US airlines, enforcing airline consumer protection regulations, issuance of regulations to prevent alcohol and illegal drug misuse in transportation systems and preparing transportation legislation.  

The Job Inventory Tracking System (JITS) is a job logging and billing system for storing contract printing, digital document center printing, photo, and graphics jobs data for the DOT's Office of Information Services (M-30) Printing and Graphics division. JITS facilitates Printing and Graphics ability to manage orders, assign orders to specialists, and run reports on data in the system. Additionally, vendors contracted by DOT to complete work on the orders will be able to review bid opportunities and place bids on the orders from within JITS.

As part of its support function for DOT, OST is responsible for ensuring that employees and contractors receive the appropriate background checks, investigations, and security clearances. To help fulfill this need, OST uses a Web-enabled system, Investigations Tracking System (ITS). ITS records, tracks, and provides reporting on employee and contractor investigations pertaining to security background checks and clearances.

As part of its support function for DOT, OST is responsible for investigating and tracking Equal Employment Opportunity (EEO) discrimination complaints. To help fulfill this need, OST uses a Web-enabled system, iComplaints. iComplaints records, tracks, and provides reporting on EEO complaints against DOT.

Privacy management is an integral part of the FBMS system. OST has retained the services of privacy experts to help assess its privacy management program, utilizing proven technology, sound policies and procedures, and established methodologies.

Other responsibilities range from negotiation and implementation of international transportation agreements, assuring the fitness of US airlines, enforcing airline consumer protection regulations, issuance of regulations to prevent alcohol and illegal drug misuse in transportation systems and preparing transportation legislation.

The Office of the Secretary (OST) has retained the services of privacy experts to help assess its privacy management program, utilizing proven technology, sound policies and procedures, and established methodologies.

Enterprise Support Systems (ESS) consists of B-30 functionality that is utilized by other B-30 Systems, such as Delphi & CASTLE. Three sub-systems have been identified as the following:

•     Kintana
•     DMZ Hydra Cluster
•     Service-Oriented Architecture (SOA)

Privacy management is an integral part of the Enterprise Support Systems (ESS). AME has retained the services of privacy experts to help assess its privacy management program, utilizing proven technology, sound policies and procedures, and established methodologies.  

The privacy management process is built upon a methodology that has been developed and implemented in leading companies around the country and globally. The methodology is designed to help ensure that DOT and AME will have the information, tools and technology necessary to manage privacy effectively and employ the highest level of fair information practices while allowing AME to achieve its mission of protecting and enhancing the U.S. transportation system.

The Drug Alcohol Testing Management Information System (DATMIS) is a major departmental application used to randomly select DOT employees in safety or security sensitive positions for drug and alcohol testing. The system is also used to record and store the results of drug testing.  

Privacy management is an integral part of the DATMIS system. OST has retained the services of privacy experts to help assess its privacy management program, utilizing proven technology, sound policies and procedures, and established methodologies.

At the June 26, 2003 meeting of the Department's Investment Review Board (IRB) a decision was made to begin the process of consolidating the Department's IT infrastructure in advance of the move to the new headquarters facility. A consolidated IT infrastructure has the benefit of delivering to the end users improved, more consistent and more highly secured IT services at a total cost of ownership (TCO) that is equal-to or less than the current cost of provisioning such services. This double benefit of improved services at a reduced cost is only possible with a commitment to a standardized, well structured IT infrastructure delivered by a world-class service organization. Thus, the IT Consolidation project if properly executed will contribute to implementing the President's Management Agenda vision of eliminating redundant services while improving overall IT service and security levels. In addition, because there is an increasingly critical need for real time communications among the Operating Administrations and the Department, the need for a single consolidated e-mail and directory capability across the Department (excluding the FAA) is strongly supported. Thus, this program will support the strategic goals of improved service to citizens, increased security of operations, at a reduced cost, while also providing improved, internal communications across the agencies and within the entire Department. The Office of the Chief Information Officer has the responsibility to effect this consolidation and will do so by creating a DOT Common Operating Environment (COE). The DOT Information Technology Services (DOT-ITS), a division of the Chief Information Officer's Office, will be responsible for the establishment and maintenance of the COE. That office will administer desktop and network operations for the Department.

Since privacy management is an integral and important part of the COE, the department has retained the services of privacy experts to help assess its privacy management program by utilizing proven technology, sound policies and procedures, and proven methodologies.

The Disability Resource Center (DRC) provides reasonable accommodations, technical assistance and training to employees of and applicants to the Department of Transportation (DOT). DOT's reasonable accommodation order requires accommodations be performed within certain timeframes. DRC works with the Department of Defense Computer and Electronics Accommodation Program (CAP). When CAP is not able to provide accommodations, DRC provides them.

DOT is also required to submit reports to the Equal Employment Opportunity Commission detailing the numbers of accommodations provided by type and by job series and the time frames for fulfilling them. Each DOT agency is responsible for reporting this information to the Departmental Office of Civil Rights.
