This consent order concerns Internet advertisements by LBF Travel, Inc., (LBF) that violated the Department’s full-fare advertising requirements specified in 14 CFR Part 399, the Department’s code-share disclosure rule, 14 CFR Part 257, and the statutory prohibition against unfair and deceptive practices, 49 U.S.C. § 41712. It directs LBF to cease and desist from future violations of Parts 399 and 257 and section 41712, and assesses LBF a compromise civil penalty of $30,000.

Tour Beyond, Inc., d/b/a China Spree Travel 2011-2-6

This consent order concerns violations by Tour Beyond, Inc., d/b/a China Spree Travel (“China Spree Travel”), of the Department’s advertising requirements specified in sections 399.84 and 399.80(f) of the Department’s regulations (14 CFR 399.84, and 399.80(f)) that also constitute unfair and deceptive trade practices and unfair methods of competition in violation of 49 U.S.C. § 41712. This consent order concerns advertisements by The COMM Group, Inc., and Cheap Caribbean, Inc.1
(collectively “Cheap Caribbean”) that violate the Department’s advertising requirements specified in section 399.84 of the Department’s regulations (14 CFR 399.84) and constitute unfair and deceptive trade practices and unfair methods of competition in violation of 49 U.S.C. § 41712. This order directs Cheap Caribbean to cease and desist from future violations and assesses the company compromise civil penalties of $65,000.

City Skies, Inc., and Ronald E. Mays 2010-11-1

This consent order concerns the unauthorized advertising, sales, and operation of charter air transportation by City Skies, Inc., (“City Skies”) and Ronald E. Mays (hereinafter collectively referred to as the “Respondents”). Specifically, in the fall of 2009, Ronald E. Mays, through City Skies, over which he exercised primary control and direction, engaged in air transportation as an indirect air carrier without economic authority from the Department.

United Air Lines, Inc. 2010-9-22

It directs United to cease and desist from future similar violations of Part 234 and section 41708, and assesses the carrier a compromise civil penalty of $12,000.

This consent order concerns violations by China Focus, Inc., d/b/a China Focus Travel (“China Focus Travel”) of the Department’s advertising requirements specified in section 399.84 of the Department’s regulations (14 CFR 399.84) that also constitute unfair and deceptive trade practices and unfair methods of competition in violation of 49 U.S.C. § 41712. This order directs China Focus Travel to cease and desist from future violations and assesses the company compromise civil penalties of $50,000.
