Peer Review of Report:  "An Evaluation Of Side Impact Protection - FMVSS 214 TTI(d) Improvements for Passenger Cars - Preliminary Analyses of Side Air Bags for Cars and LTVs”

Subject and Purpose:

NHTSA is evaluating the fatality-reducing benefits of measures to improve a vehicle’s crashworthiness in side impacts, including upgrades to structures and padding, torso air bags and head air bags.  The estimates of fatality reduction for torso and head air bags will be cited in the regulatory analysis supporting NHTSA’s Notice of Proposed Rulemaking (NPRM) to add a pole test to Federal Motor Vehicle Safety Standard 214.

Peer Review Plan: 

The Peer Review Plan is still being developed.  The preliminary plan includes the following elements:

(1) The peer review would occur in Fiscal Year 2006.

(2) The peer review will be conducted by individual letters.

(3) There will not be an opportunity for the public to comment on the work before it is peer reviewed.

(4) Reviewers will not have public comments to include in their peer review.

(5) We will have three peer reviewers.

(6) All peer reviewers should have expertise in statistics and analysis and/or expertise in side impact crashworthiness.

(7) Individual peer reviewers will be selected by NHTSA.

(8) The public will not be asked to nominate peer reviewers.
