Preliminary Title:

Review of corporate average fuel economy (CAFE) model and supporting documentation. 

Subject and Purpose:

Supporting analysis for setting fuel economy standards.  The peer review will examine the model that estimates benefits, costs, and environmental impacts from setting fuel economy standards for light trucks.  The CAFE model will influence fuel economy standards that will have impacts that exceed $500 million.

Peer Review Plan: 

The Peer Review Plan includes the following elements:

(1) The peer review is already in process and will conclude in the second half of Fiscal Year 2005.

(2) The review will be conducted by individual letters. The reviewers will write individual reports to NHTSA regarding their review of the model.  In addition, the reviewers will comprise a panel that will produce a panel report.

(3) There will not be an opportunity for the public to comment on     the work before it is peer reviewed.

(4) Reviewers will not have public comments to include in their review. 

(5) We will have three peer reviewers, under sole source contracts. 

(6) The peer reviewers will have expertise in economics, vehicle technologies, and environmental analysis.    

(7) Due to the highly technical nature of the expertise needed, the peer reviewers were selected by the agency.

(8) The public was not asked to nominate peer reviewers.
