While in the Department, he provided the management direction for the Department’s civil emergency preparedness and response programs. In this capacity his responsibility covered coordination of the Department’s emergency management policies and programs among the Operating Administrations and management of the Regional Emergency Transportation Program to implement the provisions of Departmental Orders and the Federal Response Plan. Mr. Milburn led the response activities in many crises, and was memorably outstanding in performance and supervision during the response to Hurricane Andrew and Operations Desert Shield/Desert Storm. As a result of his leadership and management direction, the first DOT Crisis Management Center was created and placed into a permanent facility within DOT Headquarters. Mr. Milburn also served as the United States Representative on NATO’s Civil Aviation Planning Committee which deals with technical civil aviation matters for the Alliance, and was elected by his peers among the International Representatives to be the Chairman of the Committee for three years. Before joining the Department of Transportation in 1975, Mr. Milburn had a distinguished military career, serving for over 22 years in command and senior staff positions. Among his assignments were Commander of major Army Transportation units; Instructor at the Army Transportation School; Senior Staff Officer at NATO Supreme Headquarters for Allied Powers Europe (SHAPE), and Logistics Staff Officer at Headquarters Department of the Army. At SHAPE he also served as Chairman of two NATO International Working Groups for technical transportation standardization and military multi-modal transportation planning. While on the Army Staff, he was the Project Manager for the Department of Defense Customs Inspection Program as well as a principal staff officer for military personnel and property movement policy development. He is a native of Opelousas, Louisiana. He received a Bachelor of Science Degree from Southern University and A&M College, and as a Distinguished Military Student in the Reserve Officers Training Corps, was commissioned as a Second Lieutenant in the Army Transportation Corps. Mr. Milburn is a graduate of the Army’s Command and General Staff College and numerous advanced military and civil management courses. He and his wife, Virginia, enjoy in their lives two children with spouses and a wonderful and lovely granddaughter. |
