Applicant, who was a seaman serving with the Coast Guard during World War II,
asked the BCMR to correct his record to show that he was a seaman 1st class
(S1/c) instead of a seaman 2nd class (S2/c) at the time of his discharge. The
Board found that the documents in the applicant's military record all indicated
that the highest rank he achieved in the Coast Guard was S2/c. The Board
determined that the applicant had not submitted sufficient evidence to show
that he should have been characterized as an S1/c, and therefore denied the
applicant's request for relief.
