
Mr. Eisner is currently the Assistant General
Counsel for Regulation and Enforcement at the U.S. Department of
Transportation. Prior to this, Mr. Eisner held positions as Assistant
Chief Counsel for Regulation and Enforcement and Deputy Assistant Chief
Counsel for Litigation in the Federal Aviation Administration. Mr.
Eisner received his J.D. from Columbia University School of Law and an A.B.
(with honors in Political Science) from
Syracuse
University.
He is a member of the District of Columbia Bar and the D.C. Bar Association.
He is also an active member of the American Bar Association (ABA) and a past
Chair of the
ABA
Section of Administrative Law and Regulatory Practice. In addition,
Mr. Eisner is an adjunct professor at
American
University's Washington
College of Law. He has testified before Congressional committees on a
number of different issues, published eight articles, presented numerous
speeches in different forums on a variety of subjects, been a guest lecturer
at a number of law schools, and made presentations to many foreign
government delegations. Mr. Eisner was a member of the Administrative
Conference of the
United States
(1982-1995) and Chairman of its Committee on Governmental Processes, he is
currently a Senior Fellow in the Conference. He was also a member of
the President's National Performance Review Team on Improving Regulatory
Systems (1993).
