- S-2 Memorandum to Heads of Operating Administration dated October 1, 1999 - This tab provides a copy of the Deputy’s memorandum, which designated PBSC as a ONE-DOT, priority and identified DOT’s plan of action to fully implement PBSC throughout the Department.
- DOT letter to OMB dated August 25, 1999 - This tab provides a copy of the Deputy Secretary’s initial response to the PBSC concerns raised by OFPP in their August 5, 1999, letter.
- OFPP letter to Deputy Secretary dated August 5, 1999 - This tab provides a copy of the OFPP letter, which identified general concerns with DOT’s PBSC performance and provided specific concerns to various PBSC samples forwarded by DOT.
- Language for the FY2000 Performance Agreements - Specific language addressing the goal to increase the use of PBSC has been included in the performance agreements between the Heads of the Operating Administrations and the Secretary. - DOT Advocates - This tab provides a list of the current DOT PBSC Advocates, their organizations and telephone numbers. [The actual list is intended for DOT use only. Please contact the OSPE for information.]
- Most Recent PBSC Report - At the request of OMB, the OSPE forwards a report to OMB providing status on all of the PBSC activity within DOT. This tab provides a copy of the most recent report forwarded to OMB. Due to the nature of the report, it will not be included on the web site, however copies will be made available to any of the Advocates upon request. The report format is being changed and copies of the new format are included under tab 10 for your information. [The actual list is intended for DOT use only. - Federal Acquisition Regulations - Click here for more - This tab provides specific language from Subpart 37.6, Performance-Based contracting which identifies the specific requirements for PBSC.
- Checklist - Click here for more - This tab provides a copy of the checklist provided by OMB, which identifies the key elements to be included in all PBSC contracts.
- Quality Monitoring Guidelines -The Deputy Secretary directed that quality-monitoring guidelines be developed to ensure that all existing and future contracts identified as PBSC include the key PBSC elements. This tab includes guidelines that have been developed for your use in preparing a quality monitoring system within your Operating Administration.
- Reporting Requirements - This tab addresses the requirement for a submission of quarterly reports, which initiated in the FY2000 Passback. The reporting format has been modified in an effort to streamline the information to be submitted to the OSPE. Included in this tab is a copy of the reporting format as well as instructions for use in filling out the report.
- OFPP Memorandum dated May 22, 1998 - This tab includes a memo from OFPP, which provided information on developments in PBSC, offered government-wide structure for stimulating use of PBSC and identified targets of opportunity for PBSC.
- OFPP Report on the PBSC Pilot Program dated May 1998 - Click here for more - This tab includes a report from OFPP that summarizes the results of a government wide pilot program to measure PBSC’s effects.
- Computer Information System - This tab provides information from the DOT Contract Information System (CIS), which has been customized for your Operating Administration. It includes a list of contract actions, which have been coded to meet the minimum criteria for conversion to a PBSC. Basically it is a list of all active service contracts in your OA for other than construction or architect/engineering services. [The actual language is intended for DOT use only.
