PBSA Registration Instructions, January 17, 2007

Because the Performance Based Service Acquisition – Workshop for Teams is designed for team participation, we are using a two-part process to register participants and to keep track of their team affiliation.  FAI Registration has set up the following process to help ensure fairness and efficiency.  Please note the guidelines and requirements on page 2 of this document and on the worksheet.

Process:

1.         Agency personnel complete one PBSA Training Worksheet for each team that is requesting training and submits it to the Agency ACM (or SAC ACM).

a.       Please enter all requested information.

b.      Note that the form asks for a second choice option.

2.         The ACM reviews the Worksheet(s) and sends it/them to Tom_Edwards@sra.com with the subject line “PBSA Registration.”

a.       If you send more than one worksheet, please indicate which team you want confirmed first, second, etc.

3.         The FAI Registration Team applies selection criteria (earliest requests received will be handled first, course quotas will be applied, course membership guidelines will be followed) and identifies as many first choice proposals as possible.

4.         The FAI Registration Team informs the ACM about the dates when the teams are provisionally confirmed (based on the ACM’s priorities among teams, a given team’s first or second choice and the criteria in Step 3).

5.         The FAI Registration Team also informs the ACM if both a team’s first and second choices are not available and asks the ACM to submit a new worksheet for that team.

6.         Once a team is provisionally confirmed, the ACM instructs all the team members to register in FAITAS.  Team members are directed to put the name of their team leader in the “comments” section of their application.

a.       Inserting the team leader’s name provides additional confirmation of team membership.

b.      This sequence helps reduce the number of people who register and then must cancel because their team did not meet the criteria or were not given their first choice date.

7.         Based on the worksheets of provisionally confirmed teams, the Registrar approves in FAITAS the registration of individuals applying for the courses.  FAITAS sends out letters confirming the individual’s registration, with a link to specific information like course start and end times and travel directions to the locations.

Guidelines and Requirements:

Teams must include between three and six members from an agency -- no more than six.

No more than two teams in a given course can be from the same agency.

-- For purposes of this course, the Department of Homeland Security, e.g., is considered an agency.

There is a maximum of five teams (and 24 people) in a course.

-- The electronic system might indicate that there are "seats" available in some courses that are closed, e.g., when the five teams that have registered do not add up to 24 participants.

Registration is not complete until:

1) A course date has been secured for a team (i.e., the team has been provisionally confirmed),

2) All team members register in the electronic system, and

3) All individual registrations are confirmed in the Electronic Registration System
