Plans for Hiring Reemployed Annuitants to fill Acquisition-Related Positions

 

In October 2006, the President signed into law the General Services Administration Modernization Act (P.L. 109-313), which allows Federal agencies to hire retired annuitants to fill critical vacancies in the acquisition field. The new legislation allows agencies to hire an individual receiving an annuity from the Civil Service Retirement and Disability Fund without discontinuing the annuity in order to fill an acquisition-related position under certain circumstances. The authority to use this provision expires on December 31, 2011. We are authorized to use this authority, where appropriate, to help meet some of our acquisition workforce hiring needs.

Joint PMC/HRC Procurement Workforce Meeting

 

The Senior Procurement Executive recently briefed the Administrative Management Council (AMC) on Procurement Workforce succession planning.  The attached briefing is provided for your review in preparation for an upcoming joint PMC/Human Resource Council (HRC) meeting scheduled for October 10, 2007 @ 2:00pm located in the DOT Headquarters Oklahoma Room.

 

There will be approximately 40 people in attendance, procurement and human resource personnel.  The objective is to strategize on program initiatives to address procurement workforce recruitment and retention and other action items resulting from a previous AMC meeting having an impact on the workforce.  If you have any questions or concerns please contact Cassandra Wells on (202) 366-4960 or via e-mail at cassandra.wells@dot.gov

 

 

Free In-House “New 7 Steps” PBA Team Training (Another Session Added)

 

Due to the overwhelming support for the Free in-house “New 7 Steps” PBA training, another session has been added for October 10, 2007 from 11:00 am to 1:00 pm.  The first session took place on August 29, 2007, with great success.  There was a cross-section of acquisition workforce participants in attendance, to include technical representatives, contract specialist, cost and price analyst, procurement analyst, and contracting officers.  In addition, there were a number of OAs represented MARAD, OST, PHMSA, FHWA, FAA, etc.   The next training session is expected to be even more meaningful, since some OAs are already preparing to forward SOWs with the intent of converting to PBA.  The hands on working session will allow DOT to take advantage of free analysis and feedback from OFPP and industry with the idea of increasing our PBA goal through SOW analysis and conversion.  Any questions or concerns please contact Lenita Ahmadi at (202) 366-4974 or via e-mail at lenita.ahmadi@dot.gov

 

 

Use of Social Security Numbers in ACMIS

 

As you know, there have been concerns raised by Federal employees regarding the use of personally identifiable information, e.g., social security numbers, when accessing ACMIS.  As a result of those concerns and due diligence on the part of the Office of the Senior Procurement Executive (OSPE), the Federal Acquisition Institute has taken steps to safeguard your personal information and provide an update as to disposition of the concerns raised.  The attached memorandum is the final response as to how ACMIS will treat personal information.  If you have any questions or concerns please contact Cassandra Wells on (202) 366-4960 or via e-mail at cassandra.wells@dot.gov
