Acquisition Policy Letter (APL)

To continue to ensure the timely uniform promulgation of acquisition information influencing the procurement process, the Senior Procurement Executive has authorized the establishment of Acquisition Policy Letters (APL).  The APL provides policy and procedural direction to the DOT acquisition workforce, in particular, contracting personnel addressing activities and critical issues that need immediate dissemination.  DOT APL’s include:

Ø      Policies and procedures which may result in rulemakings or as material incorporated into the Transportation Acquisition Manuel (TAM), as appropriate;

Ø      Policies and procedures that need to be issued expeditiously to Operating Administrations (OAs) for prompt implementation;

Ø      Short term information (no more than 1-2 years), which will be incorporated into regulation or guidance for permanent retention; and

Ø      Subject matter generally limited to COCO and HCA responsibilities which are within the Senior Procurement Executive’s line of authority.
