Small Business Recertification
FAC 2005-18 - FAR Case 2006-032, Small Business
Size Representation is issued as an Interim Rule with request for
comments effective June 30, 2007. This rule applies to
solicitations issued and contracts awarded on or after June 30, 2007. For
contracts awarded prior to June 30, 2007, contracting officers must modify
existing long-term contracts, as defined in FAR 19.301-2(a), awarded to small
businesses to include the clause at 52.219-28, Post-Award Small Business
Program Re-representation. Contracting officers must also modify contracts
awarded to small business concerns, other than long-term contracts, to include
the clause at 52.219-28, at the time that an option is exercised. Comments with respect to the rule should be

Additionally:
Ø
small businesses are
required to immediately recertify after they merge with or are acquired by
another company;
Ø
contracts with
companies that lose their small business status will continue, but no longer
will be counted in FPDS-NG as "small";
Ø
contracting officers
must modify existing long-term contracts to require recertification for
acquisitions, mergers, and novation requests and prior to an option being
exercised;
Ø
contracts of less than
five years, recertification is required when their first option is exercised;
and
Ø
Large businesses
currently listed in the government's small business database will be removed
within a year.
Continued Support
of the “VETS GWAC”
On April 6, 2007, the PMC News announced the GSA award of the new VETS GWAC for Information Technology solutions this announcement included the required training component. To date GSA has awarded 44 contracts under the VETS GWAC to small businesses owned and controlled by service-disabled veterans (SDVOSBs). DOT acquisition workforce has taken advantage of the required training offered by GSA to facilitate agency ordering under this vehicle; however, your continued support is needed in order to increase opportunities for SDVOSBs. Attached is the July 10, 2007, memorandum from Paul A. Denett, Administrator Office of Federal Procurement Policy (OFPP) encouraging continued support for the VETS GWAC. Free In-House “New
7 Steps” PBA Team Training
As part of the Office of Federal Procurement Policy’s (OFPP) Performance Based Acquisition (PBA) oversight, Acquisition Solutions, Inc. is providing free agency PBA Learning sessions to PBA teams. The training date selected for the DOT is August 29, 2007 at our headquarters location. This is a 2-3 hour training session that provides 2.5 Continuous Learning Points for attendees. Additional information will be provided at the upcoming PMC meeting scheduled for July 18. The training will provide targeted emphasis based on the 7 Steps model, e.g., Establishing a Team, Developing a PWS or SOO, Managing Performance, etc. If there is special emphasis you would like addressed within the 7 Steps framework, start vetting your ideas now for the targeted training.
