Immediate Freeze on Information Technology (IT) Hardware and Software

 

Effective immediately there is a freeze on the installation of IT hardware and software that requires placement on and/or interface with the DOT Network prior to the Headquarters’ move.  The attached memorandum from Daniel G. Announcing the Veterans Technology Service (VETS) GWAC Award and Required Training

 

The General Services Administration (GSA) has recently awarded the Veterans Technology Services (VETS) GWAC for Information Technology solutions.  Agency wide use of this GWAC enables DOT to increase its service-disabled veteran’s small business target.  However, prior to ordering under this GWAC, agencies are required to take part in a two part training session.  GSA staff, Janna Babcock, Contracting Officer, and Jean Oyler, Business Operations Manager, are providing training on the VETS GWAC at DOT.  Register by contacting the OSDBU points of contact, Raquel Valdez on (202) 366-2852 or via e-mail at raquel.valdez@dot.gov or Jerry Franco (202)366-1930 or via e-mail jerry.franco@dot.gov.  Please be advised that in order for Contracting Officer’s to receive the required delegation of authority from GSA to make award under this GWAC, registration and delegation information are to be provided to the OSDBU no later than close of business April 17, 2007.  Also, Continuous Learning Points (CLP) will be received as a result of attending this free training.

Availability Notice of the Short-Term Loan Program and the Bonding Assistance Program

 

The Office of Small and Disadvantaged Business Utilization (OSDBU) is responsible for administering the DOT Short Term Lending Program (STLP) and the Bonding Assistance Program as discussed in TAM 1205.207, Preparation and transmittal of synopses.  The Bonding Assistance Program is no longer available and the STLP maximum loan amount is increased from $500,000 to $750,000.  A TAM waiver is being prepared to reflect the current status.  Prior to its issuance, please use the above information when issuing a solicitation.  If you have any questions or concerns, please contact Lenita Ahmadi on (202) 366-4974 or via e-mail lenita.ahmadi@dot.gov

 

Federal Acquisition Service (FAS) Implementation

 

As a result of GSA Orders signed last year, the Federal Acquisition Service (FAS) was established and full implementation is now underway.  FAS will enable GSA to continue to be the central Federal Procurement and Acquisition agency while providing:

 

Ø      Improved customer service and focus;

Ø      Greater business flexibility for acquisition solutions;

Ø      Increased efficiencies; and more

 

Contracting Officer’s are advised that when acquiring goods and services through GSA acquisition vehicles changes may be forthcoming that could affect ordering documents.
