Project Selection Criteria

The Department established three basic criteria for priority projects - national or regional significance; high level of support by State and local elected officials; and undue delay (or expected delay) due to slow Federal agency review or coordination. When the Administration announced the Executive Order, the Department pledged to listen to affected transportation and environmental stakeholders as the Department developed criteria for selecting projects for expedited review. To facilitate this discussion, the Department conducted a workshop on November 1, 2002, for transportation and environmental stakeholders from across the nation. Workshop participants were briefed on the Department's plans for implementation, had an opportunity suggest for "best practices" in environmental stewardship, and recommended project selection criteria. From this workshop and the original criteria, the Department developed a comprehensive set of criteria for evaluating project nominations.
