Priority Project Transition List

Priority projects that are successfully navigated through the environmental review process will be removed from the Priority Project List and placed on the Interagency Transportation Infrastructure Streamlining Task Force "Priority Project Transition List." The "Transition List" is an ongoing tracking tool for the Task Force to insure no new issues arise that could be prevented by their intervention.

  1. Interstate 80 - Nebraska. The proposed project involves a 35-mile portion of the I-80 corridor between Lincoln and Omaha, Nebraska. The project proposed to widen a 4 lane divided to a 6 lane divided interstate facility with no new interchanges proposed.

    Decision: Finding of No Significant Impact (FONSI) signed on June 23, 2003

  2. Chittenden County Circumferential Highway - Vermont. This project provides for the construction of a new, four-lane, divided, limited access highway approximately 16.7 miles long in Chittenden County, Vermont. This project will intend to alleviate future congestion, address safety concerns, and assist local roads to function within their operational capabilities.

  3. Louisville-Southern Indiana Ohio River Bridges Project in Kentucky and Indiana. This project is to improve cross-river mobility between Jefferson County, KY and Clark County, IN - as well as to address congestion and safety issues in the areas of the Kennedy Bridge and the Kennedy Interchange, where Interstates I-64, I-65, and I-71 converge in Kentucky. The project would also support planned growth in the 2 counties, by the construction of 1 or 2 bridges crossing the Ohio River.

  4. Community and Environmental Transportation Acceptability Process (CETAP) - Riverside County, California. This process is part of a larger Riverside County Integrated Project to integrate land use, transportation and conservation planning for the future development of the County. The transportation portion of the plan is to develop new multi-modal corridors to improve the movement of goods and services throughout the County. The proposed action is divided in two Tiers. Tier 1 is the preservation of right-of-way for two multi-modal transportation corridors (generally ranging between 300 and 1000 feet in width). Tier 2 will provide the construction-level environmental clearance, including applicable permits. The Record of Decision (ROD) was signed on for the North/South, Winchester to Temecula corridor. A second study to evaluate the environmental impacts associated with the East/West, Hemet to Corona-Lake Elsinore corridor is underway.

  5. Lower Manhattan Recovery Effort - New York. The Federal Transit Administration is administering $4.75 billion for a wide range of proposed projects to replace, rebuild or enhance the transportation system in lower Manhattan. Projects identified thus far, include the Port Authority Trans Hudson (Path) Station at the World Trade Center, the South Ferry Terminal, and the Fulton Street Transit Center.

  6. Philadelphia International Airport Runway 17-35 Extension - Philadelphia, PA. The project is intended to reduce flight delays at the Philadelphia International Airport by extending Runway 17-35 from 5,460 feet to 6,500 feet. The runway extension will require relocation of the runway safety areas, connecting taxiways, navigational aids and lights, airport service roads, and a portion of the Economy Parking Lot.

    A second proposed project, known as the Capacity Enhancement Program, is a major airfield redevelopment project that is intended to provide additional capacity and, as a result, reduce expected delays. The Capacity Enhancement Program remains on the Priority Project List.

  7. Los Angeles International Airport - California. The proposal is to add a new alternative to the ongoing Environmental Impact Statement (EIS). This alternative is a compromise to other airport expansion proposals in the EIS and master plan. It will reconfigure the runways to accommodate a new center taxiway and includes new passenger handling facilities to improve homeland security, airport-wide people mover system, and connection to an interstate and the metro transit system.

  8. InterCounty Connector (ICC) - Maryland. The ICC is a link to existing development areas between the highly developed I-270 and I-95/U.S. 1 corridors within central and eastern Montgomery County and western Prince George's County. It has been on the Counties' land use plans for 40 years. The ICC is intended to: provide infrastructure needed to support local land use plans; increase community mobility and safety; improve access between economic growth centers; enhance environmental planning and design; and advance homeland security.

  9. Interstate 93 Improvements - New Hampshire. The purpose of this project is to improve safety and transportation efficiency by widening a 19-mile stretch of Interstate 93 between Salem and Manchester and reconstructing interchanges. In addition, there are multi-modal considerations, such as reactivating rail service and improving bus transit service.

  10. Nelsonville Bypass - Ohio. This proposed project will provide a bypass of US 33 through Nelsonville. The proposed bypass is the last segment of US 33 in southeast Ohio that requires an environmental study to upgrade it to a four-lane divided facility. A variety of sensitive resources, including Wayne National Forest, floodplains, wetlands, streams, and threatened and endangered species may be subject to impacts by the proposed bypass.

  11. St. George Replacement Airport - Utah. This project consists of the construction of a replacement commercial service airport about 5 miles southeast of the city and approximately 20 miles from Zion National Park. Because the present St. George Airport (SGU) is built on a plateau, it cannot be modified to meet FAA's design standards or to accommodate anticipated future demand.

  12. St. Croix River Crossing at Stillwater - Minnesota and Wisconsin. This project consists of a new National Highway System crossing of the St. Croix River, a Federally designated Wild and Scenic River that divides Minnesota and Wisconsin. The purpose of this project is to provide the capacity for existing and future traffic needs and to remove through traffic from local traffic within downtown historic Stillwater, MN.

    Decision: The Record of Decision was signed on November 20, 2006.
