Route 11 Extension - ConnecticutThe project is intended to address existing and expected congestion and safety problems along Routes 82 and 85 in the vicinity of the towns of Salem and East Lyme. This area is part of a major travel corridor between the Connecticut capital region and the shoreline. The 1999 Draft EIS considered 15 alternatives, including widening existing roads and extending Route 11 along several different routes. The construction of Route 11 started in the 1970s, but it was halted due to lack of funding and environmental concerns. In the 1990s, Native American casinos were built nearby, which brought increased traffic to the area and reinvigorated interest in the project. Throughout the process of developing the Final EIS, Connecticut DOT and FHWA continued a collaborative dialogue with natural resource agencies. The most recent collaborations have focused on developing a mitigation plan that appropriately compensates for unavoidable impacts to aquatic resources. The Final EIS, which was published in November 2007, identifies the preferred alternative as a four-lane limited access roadway that proceeds from the I-95/I-395 interchange in East Lyme and Waterford to the existing terminus of Route 11 in Salem at Route 82.
