Financial Management Systems Support The Financial Management System (FMS) is a mission-critical financial system within FTA. The FMS consists of an Oracle relational database and funds control system. The FMS platform consists of three (3) servers (production, test, and contingency operations- COOP); and one web application. The FMS is used as a control for monitoring, receiving and retrieving files to and from the Department of Transportation’s accounting system (Delphi); to and from FTA’s grant program management system, the Transportation Electronic Award and Management System (TEAM); to and from FTA’s grant payment/drawdown request system, the on-line Electronic Clearing House Operation (ECHO-Web); and prepares payment files to send to Treasury. These systems form the core of the financial processes that support FTA’s mission to provide Federal financial assistance to America’s communities for the planning, development and improvement of public transportation systems.
