The Pipeline and Hazardous Materials Safety Administration (PHMSA) Office of Pipeline Safety (PHP) is seeking regulatory development support services for its upcoming rulemaking efforts. Under this requirement, the Contractor must assist the Government in conducting Regulatory Impact Analysis including cost-benefit analyses, Regulatory Flexibility Act analyses, and the National Environmental Policy Act (NEPA) required Environmental Assessments in conjunction with proposed PHP rulemakings and other initiatives.
The incumbent contractor for this effort is Econometrica, Inc. In addition to Econometrica, the Volpe Center and Cycla Corporation currently provide support to current rulemaking efforts in PHP.

Title V, of Public Law 100-656 requires that Federal agencies make available its Procurement Forecast to the Small Business Administration (SBA) and to interested business owners.
