Subject: DOT 2009 Payroll and Holiday Calendar
DOT is proud to continue our tradition of making our payroll and holiday calendar available online. Employees can access the 2009 Payroll and Holiday Calendar via the following website: www.dot.gov/cfo/payroll.htm.
On the 2009 DOT Payroll and Holiday Calendar, the circled number to the left of each pay period represents the pay period number. The legend at the bottom of the calendar identifies the official holidays for 2009 (see below) as well as the observance of official holidays that fall on a Saturday or Sunday. In addition, the legend identifies the paydays and Daylight Savings Time. The earnings for pay period 01 through pay period 26 (12-21-2008 through 12-19-2009) will be shown as wages on the 2009 Form W-2. The leave year is pay period 2009-02 through pay period 2010-01 (1-04-2009 through 1-02-2010). The effective date of any open season health benefits changes and CFC elections will be January 4, 2009 and will be reflected in the payday of January 27, 2009.

December 25th Christmas DayNOTE: Inauguration Day, January 20, 2009, falls on a Tuesday. An employee who works in the District of Columbia, Montgomery or Prince George's Counties in Maryland, Arlington or Fairfax Counties in Virginia, or the cities of Alexandria or Falls Church in Virginia, and who is regularly scheduled to perform nonovertime work on Inauguration Day, is entitled to a holiday. (See 5 U.S.C. 6103(c).) There is no in-lieu-of-holiday for employees who are not regularly scheduled to work on Inauguration Day.
** July 4, 2009 (the legal public holiday for Independence Day), falls on a Saturday. For most Federal employees, Friday, July 3, will be treated as a holiday for pay and leave purposes. (See 5 U.S.C. 6103(b).)
b. Determining In-Lieu-Of-Holiday:
(1) When a holiday falls on the first RDO during the workweek (Sunday through Saturday), the current T&A summary program will go forward to the first assigned workday as the in-lieu-of holiday.
(2) When a holiday falls on any RDO except the first RDO of the workweek (Sunday through Saturday), the current T&A summary program will go back to the last assigned workday for the in-lieu-of holiday.
(3) When portions of two shifts occur on the holiday (day begins at 0000, day ends at 2400), the current T&A summary program will process the first shift ending on the holiday as the holiday.
(4) When a holiday falls on a no assigned shift (NAS) day, the current T&A summary program will treat the shift ending on the NAS day as the holiday or the in-lieu-of holiday in accordance with a Comptroller General decision which held the NAS day is considered to be a workday instead of an RDO.
