DOT Earns “Green” Ratings
On President’s Management Agenda
The U.S. Department of Transportation (DOT) is first agency to have achieved
"green," the highest rating, on four of the five President's Management Agenda (PMA)
initiatives. The Office of Management and Budget and the Office of Personnel
Management upgraded the Department’s ratings as of June 30.
“Only by managing the Federal government in a more transparent, results-oriented
way, can we govern with accountability,” Secretary of Transportation Norman Y.
Mineta said during a ceremony on Friday congratulating Department employees.
“President Bush’s Management Agenda is the most aggressive attempt by any
administration to achieve that goal.”
The Department achieved the green ratings for a number of reasons, including
introducing an integrated financial management system, hiring high quality
staff, initiating the largest competitive sourcing competition in the federal
government, posting vital vehicle safety information on the Web and speeding the
turn around time for customer transactions, the Secretary noted.
Another reason for the green ratings cited by Mineta was the Department’s
success in improving its tracking of program accomplishments. For example, the
Department’s annual budget to the Congress now lists program accomplishments in
addition to program expenditures.
Secretary Mineta noted that the high ratings were especially significant when
considering the Department’s other accomplishments over the last two years,
including the creation of the Transportation Security Administration (TSA), the
transition of TSA and the United States Coast Guard to the new Department of
Homeland Security, and helping bring about the lowest vehicle fatality rate ever
recorded.
Office of Management and Budget Deputy Director Clay Johnson complimented DOT
for meeting PMA goals. “You have demonstrated that with strong leadership, clear
goals, effective communication and accountability for results, we can have a
profound impact on the way the government works,” Johnson said. “And your
accomplishments will forever benefit the American people.”
The improvements in PMA reflect DOT’s commitment to a culture of continuous
improvement which is citizen-centered, results-oriented, and market-based. For
