Arizona Resident Receives President's Volunteer Service Award. U.S.
Transportation Secretary Mary E. Peters presented Arizona resident Carolyn Upton
with the President's Volunteer Service Award. Carolyn received the award for her
service with Calvary Kid’s Mentoring Program, a one-on-one mentoring program
that matches caring, Christian adults with at-risk kids. The President's Council
on Service and Civic Participation created the President's Volunteer Service
Award program as a way to thank and honor Americans who, by their demonstrated
commitment and example, inspire others to engage in volunteer service. The
President's Volunteer Service Award recognizes individuals, families, and groups
that have achieved a certain standard – measured by the number of hours served
over a 12-month period or cumulative hours earned over the course of a lifetime.

Airline Baggage Liability Limit to Rise on Feb. 28. Starting Feb. 28, airlines
will be subject to higher payments for mishandled baggage on domestic flights.
On that date, the lowest limit that carriers may adopt for mishandled-baggage
compensation will rise to $3,000, up from the current $2,800 limit which has
been in effect since October 2004. The change stems from a 1999 revision to the
domestic baggage liability rule, which provides for an adjustment in the
liability limit every two years based on the Consumer Price Index. While the
rule sets the lowest limit on liability, airlines still may offer a lower
compensation payment for mishandled baggage if its value is less than the limit,
or may voluntarily set higher limits. Mishandled baggage includes lost, delayed,
damaged or pilfered baggage. The new limit does not affect international
flights, for which liability is set by international agreements. Contact Bill
