Associate General Counsel
Amy Tovar serves as Associate General Counsel of the U.S. Department of Transportation. She advises the General Counsel on the management and oversight of the Department’s legal affairs and provides counsel to the senior leadership of the Department.
Before joining the Department, Ms. Tovar practiced at Munger, Tolles & Olson LLP in San Francisco, CA, where she focused on complex business litigation. She defended clients against unfair business practices and false advertising claims brought by private litigants and law enforcement officials. She also handled corporate fraud, securities fraud, intellectual property and antitrust matters. Prior to joining Munger, Ms. Tovar clerked for the Honorable Joel M. Flaum of the U.S. Court of Appeals for the Seventh Circuit.
Ms. Tovar received a B.A. in Political Science and American Studies from Stanford University. She received a J.D. from Stanford Law School, where she served on the managing board of the Stanford Law Review.
