Brett A. Jortland
Deputy Assistant General Counsel for Regulation and Enforcement
Brett A. Jortland joined the Office of Regulation and Enforcement in August 2007, and was named the Deputy Assistant General Counsel for Regulation and Enforcement in September 2012. Prior to his promotion, he was a staff attorney in the office for five years. In his current capacity, Mr. Jortland assists in the management of the office, provides legal advice to senior officials, and works closely with staff attorneys to ensure that uniform and effective regulatory and enforcement policies are implemented throughout the Department
Areas of Concentration
Mr. Jortland’s areas of concentration during his tenure in the office have included rulemakings involving railroads, pipelines, hazardous materials, and distracted driving. He has also been involved in issues such as a pilot project to harness the use of Web 2.0 technologies to aid in engaging the public in the rulemaking process, developing Departmental policy for incorporation by reference of standards into regulations, modernizing the regulation tracking process at DOT, and working with DOT agencies and OMB to ensure and ensuring the sound use of economic analyses in rulemaking.
Awards and Recognitions
During his time at DOT, Mr. Jortland has received a number of awards for his work, including two Secretary’s Partnering for Excellence Awards and the General Counsel’s Award for Exceptional Performance. Prior to joining the General Counsel’s Office, Mr. Jortland was a Presidential Management Fellow at the Department of Health and Human Services where he focused mainly on issues related to procurement law and policy. Prior to his legal career, Mr. Jortland served as a Field Artillery Officer in the United States Army. Mr. Jortland received his J.D. from The Ohio State University, his M.B.A. from the University of Baltimore, and his B.B.A. in Finance from James Madison University.
