Ronnie A. Yoder, Chief Administrative Law Judge

The Office of Hearings (OH), comprised of administrative law judges and support staff, conducts official hearings under the Administrative Procedure Act (5 U.S.C. § 551 et seq.) within the Department where formal APA hearings are required, including:

  • Air carrier citizenship determinations
  • Fairness of airport landing rates and charges
  • Civil penalty cases for
    • Discrimination against passengers
    • Violation of travel agent regulations
    • Improper shipment of hazardous materials
    • Passenger misconduct on airlines
    • Airlines' and motor carriers' failure to comply with regulations concerning inspection and maintenance
