The Office of Financial Management and Transit Benefit Programs (OFMTBP) provides budget and accounting services, develops policy, and manages financial operations. OFMTBP oversees DOT’s Working Capital Fund (WCF) for the Office of the Secretary and the Salaries & Expense (S&E) Fund for the Office of the Assistant Secretary for Administration.
